In July 2002, TACAIDS and eight donor partners agreed to establish the Rapid Funding Envelope for HIV/AIDS. They signed a Memorandum of Understanding creating the RFE as a virtual institution in October 2002, convening the first meeting of the Steering Committee in November. In 2003, the Zanzibar AIDS Commission became an active partner. In 2004, two additional donors joined the RFE.
