Building Organisational Capacity for Results (BOCAR)

Background

Building Organizational Capacity for Results is a five year initiative funded by the United States Agency for International Development (USAID) in collaboration with multi-donors.The initiative is coordinated by the government of Tanzania through Tanzania Commission for AIDS (TACAIDS) and the Zanzibar Commission for AIDS (ZAC).

The Second Tanzania National Multi-Sectoral Strategic Framework on HIV and AIDS 2008-2012 (NMSF) identifies one of the challenges in managing the disease in Tanzania as insufficient involvement of Civil Society Organizations (CSOs) and especially groups of People Living with HIV (PLHIV) at district and community levels in planning and implementing HIV responses.

While CSOs are contributing to managing HIV and AIDS, a lot of their work is in silos. Their engagement with government and other CSOs and networks has not been structured on creating linkages that facilitate HIV and AIDS planning which is collaborative, realistic, forward-looking and needs-driven.

BOCAR will contribute to improving the functioning of CSO and CSO networks in Tanzania over the next five years.

BOCAR envisions strong, coordinated, sustainable and efficient CSOs responding effectively to HIV&AIDS in Tanzania.

Mission

The mission of BOCAR is to empower CSOs in Tanzania to deliver effective responses to HIV&AIDS through collaboration and participatory processes for sustained change.

Overall Objective

Enable the Civil Society Organizations (CSOs) and Networks working with HIV&AIDS to be self-sustaining by strengthening their organizational and managerial systems and acquire competencies for conscious management of change.

Specific Objectives

  • To ensure that 100% of target CSOs submit accurate, timely and complete Tanzania Output Monitoring System for HIV and AIDS (TOMSHA) and the Zanzibar HIV/AIDS Programme Monitoring System (ZHAPMOS) and Presidential Emergency Plan For AIDS Relief (PEPFAR) reports
  • To strengthen 4-6 large CSOs currently working on HIV and AIDS response
  • Build the capacity of small CSOs (50-75) working on HIV and AIDS response through Rapid Fund Envelope (RFE) Mechanism (www.rapidfundingenvelope.org)
  • To promote 2-3 more durable networks between Dar es Salaam or regional-based CSOs and district-based or rural CSOs and Community-based organizations (CBOs)that are working in the HIV and AIDS
  • To promote 2-3 more durable networks between CSOs in the health sector and CSOs in other sectors that work in HIV and AIDS response
  • To promote 2-3 more durable networks between CSOs or CSO networks working in HIV and AIDS response and the Government of Tanzania at all levels

About Rapid Funding Envelope

The Rapid Funding Envelope for HIV and AIDS (RFE) is an innovative partnership between Tanzania Commission for AIDS (TACAIDS) and the Zanzibar Commission for AIDS (ZAC), and bilateral donors. It was established in 2002 with core purpose of enabling Civil Society Organizations in Tanzania to participate fully in the National Multi-sectoral response to the HIV and AIDS pandemic. To the end, RFE provides grants to non-profit CSOs, academic institutions and Civil Society partnerships for essential, short-term projects aligned with the National Policy on HIV and AIDS and the National Multi-Sectoral Strategic Framework.



The RFE is governed by a Steering Committee comprising of three TACAIDS Commissioners, a representative from ZAC and four donor representatives. Together, they define criteria for eligible institutions, set priorities for grant making, and select projects for funding. Grants management and financial oversight is provided by Deloitte, a leading international accounting and management firm in partnership with EASUN
